GMC CESR Appeals

GMC Specialist Register Appeals (formerly known as PMETB Appeals)





Previously, the Postgraduate Medical Education and Training Board(PMETB) was responsible for postgraduate medical education and training in the UK. However, on 1 April 2010, the PMETB merged with the General Medical Council (GMC) resulting in the transfer of all of PMETB’s functions. 

It is now the GMC where an applicant has to apply to gain entry onto theSpecialist Register depending on the specialty. An applicant would need to obtain a Certificate of Completion of Training (CCT) or GPCCT (for GPs) first after successfully following and completing an approved curriculum in an approved training programme. 

However, for those Associate Specialists or Locum Consultants unable to obtain a CCT, the PMETB had developed and introduced a system that allowed applicants to show the equivalent skills and knowledge outside of a traditional UK based training programme. Article 14 of the Postgraduate Medical Education and Training Board (PMETB) Order was created by Statutory Instrument 2003 by the Secretary of State for Health to allow entry onto the Specialist Register unable to do so via the normal CCT route. Therefore, a doctor wanting to apply showing equivalent knowledge and skills, one would need to obtain either (depending on specialty): 

A Certificate of Eligibility for Specialist Registration (CESR)

For those Doctors who wish to join the specialist register and have not followed a full PMETB approved training programme, such application can be made under Article 14(4) of The General and Specialist Medical Practice Order for a Certificate confirming Eligibility for Specialist Registration (CESR) or, 

A Certificate confirming Eligibility for General Practice Registration(CEGPR)

For those GPs who have not followed a PMETB approved training programme, application can be made under Article 11 of the Order for a Certificate confirming Eligibility for General Practice Registration (CEGPR). 


Jayesh can advise on the application process itself regarding the quality and standards identified in the supporting documentation to be submitted with the application. He can also advise on whether a doctor ought to submit the application for review after the rejection decision of the PMETB or appeal. 

The appeal process consists of submitting grounds of appeal to an independent GMC Appeals Panel. This can be drafted by Jayesh. He can then go on to represent you before the GMC Appeals Panel by way of preparing your case and advocacy. This was previously known as PMETB Appeals.
